Conditions of Implementing the Safety Enhancement Policy of Schools under the Secondary Educational Service Area Office Pathum Thani

Abstract

The purposes of this research were 1) to study the conditions of implementing the safety enhancement policy of schools under the Secondary Educational Service Area Office Pathum Thani; and 2) to compare the conditions of implementing the safety enhancement policy of schools under the Secondary Educational Service Area Office Pathum Thani, as classified by school size.The sample consisted of 327 teachers in schools under the Secondary Educational Service Area Office Pathum Thani by Krejcie and Morgan Table and then obtained by stratified random sampling based on school size. The research instrument was a questionnaire on the conditions of implementing the safety enhancement policy of schools, with reliability coefficient of .92. The data were analyzed using the percentage, mean, standard deviation, one way ANOVA, and Scheffe’s method of pairwise comparison.The research findings revealed that 1) the overall and each aspect of the conditions of implementing the safety enhancement policy of schools were rated at a high level. When considering all specific aspects, they could be ranked based on their rating means from the highest to the lowest as follows: organizational structure, policy transformation, resource management, maintaining sustained solidarity, control, monitoring and evaluation, personnel development, and creating understanding and acceptance among employees; and 2) regarding comparison results of the implementing the safety enhancement policy of schools, as classified by school size, it was found that the overall, conditions of implementing the safety enhancement policy of schools was significantly different at the .05 level. The large-sized and extra-large-sized schools indicated a higher level of policy implementation than the small-sized and medium-sized schools while the extra-large-sized schools showed the higher level than the large-sized schools.

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพการนำนโยบายเสริมสร้างความปลอดภัยไปปฏิบัติของสถานศึกษาในสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาปทุมธานี และ 2) เปรียบเทียบการนำนโยบายเสริมสร้างความปลอดภัยไปปฏิบัติของสถานศึกษาในสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาปทุมธานี จำแนกตามขนาดสถานศึกษากลุ่มตัวอย่าง ได้แก่ ครูในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาปทุมธานี จำนวน 327 คน ได้จากการเปิดตารางของเครจซี่และมอร์แกน และใช้การสุ่มแบบแบ่งชั้นตามขนาดสถานศึกษา เครื่องมือการวิจัยที่ใช้เป็นแบบสอบถามแบบมาตรประมาณค่าเกี่ยวกับสภาพการนำนโยบายเสริมสร้างความปลอดภัยไปปฏิบัติ มีค่าความเที่ยงเท่ากับ .92 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การวิเคราะห์ความแปรปรวนทางเดียว การเปรียบเทียบรายคู่ด้วยวิธีการของเชฟเฟ่ผลการวิจัยปรากฏว่า 1) สภาพการนำนโยบายเสริมสร้างความปลอดภัยไปปฏิบัติของสถานศึกษา ในภาพรวมและรายด้านอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้านเรียงตามลำดับค่าเฉลี่ยสูงสุดไปหาค่าเฉลี่ยต่ำสุด ดังนี้ การจัดองค์การหรือโครงสร้างองค์การ การแปลงนโยบาย การจัดการทรัพยากร การสร้างความเป็นปึกแผ่นต่อเนื่อง การควบคุม กำกับติดตามและประเมินผล การพัฒนาบุคลากร และการสร้างความเข้าใจและยอมรับของผู้ปฏิบัติงาน และ 2) สภาพการนำนโยบายเสริมสร้างความปลอดภัยไปปฏิบัติของสถานศึกษาจำแนกตามขนาดสถานศึกษาในภาพรวมมีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 โดยสถานศึกษาขนาดใหญ่และขนาดใหญ่พิเศษ มีสภาพการนำนโยบายเสริมสร้างความปลอดภัยไปปฏิบัติสูงกว่าสถานศึกษาขนาดเล็กและขนาดกลาง และสถานศึกษาขนาดใหญ่พิเศษมีสภาพการนำนโยบายเสริมสร้างความปลอดภัยไปปฏิบัติสูงกว่าสถานศึกษาขนาดใหญ่
