| dc.description.abstract | การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) ระดับความสำเร็จของการบริหารจัดการตามหลักบริการสาธารณะแนวใหม่ของสำนักงานคณะกรรมการการเลือกตั้งประจำจังหวัดในเขตภาคเหนือ (2) ปัจจัยที่มีความสัมพันธ์ต่อความสำเร็จของนำหลักบริการสาธารณะแนวใหม่มาใช้ในการบริหารจัดการของสำนักงานคณะกรรมการการเลือกตั้งประจำจังหวัดในเขตภาคเหนือ และ (3) แนวทางในการนำหลักบริการสาธารณะแนวใหม่มาใช้ในการบริหารจัดการของสำนักงานคณะกรรมการการเลือกตั้งประจำจังหวัดในเขตภาคเหนือให้ประสบความสำเร็จมากยิงขึ้น การศึกษาครั้งนี้เป็นการวิจัยเชิงสำรวจประชากร คือ เจ้าหน้าที่ของสำนักงานคณะกรรมการการเลือกตั้งประจำจังหวัดในเขตภาคเหนือ 16 จังหวัด จำนวน 213 คน กาหนดกลุ่มตัวอย่างได้ 139 คน โดย คำนวณ จากสูตรของทาโร่ ยามาเน่ และผู้บริหารของสำนักงานคณะกรรมการการเลือกตั้งประจำจังหวัดอีกจำนวน 32 คน เครื่องมือการศึกษาที่ใช้ประกอบด้วยแบบสอบถาม และแบบสัมภาษณ์ สถิติสำหรับการวิเคราะห์ข้อมูล คือ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าที และค่าสหสัมพันธ์แบบเพียร์สัน และการวิเคราะห์เนื้อหา ผลการศึกษาพบว่า (1) ความสำเร็จของการบริหารจัดการตามหลักบริการสาธารณะแนวใหม่ของสำนักงานคณะกรรมการการเลือกตั้งประจำจังหวัดในเขตภาคเหนือ มีไม่ต่ำกว่าร้อยละ 80 (2) ปัจจัยโครงสร้างที่เหมาะสม ระบบงานมีความพร้อม ยุทธศาสตร์ที่ชัดเจน ผู้บริหารกับภาวะผู้นำเจ้าหน้าที่กับการมีส่วนร่วม เจ้าหน้าที่กับสมรรถนะหลัก และค่านิยมร่วมวัฒนธรรมองค์การมีความสัมพันธ์ในทิศทางบวกกับความสำเร็จของการนำหลักบริการสาธารณะแนวใหม่มาใช้ในการบริหารจัดการ มีนัยสำคัญทางสถิติที่ระดับ .01 และ (3) แนวทาง ในการนำหลักบริการสาธารณะแนวใหม่มาใช้ในการบริหารจัดการของสำนักงานคณะกรรมการการเลือกตั้งประจำจังหวัดในเขตภาคเหนือให้ประสบความสำเร็จมากยิ่งขึ้น คือ ผู้บริหารและเจ้าหน้าที่ของหน่วยงานควรตระหนักรู้ในสาระสำคัญของแนวคิดหลักบริการสาธารณะแนวใหม่ที่ให้คุณค่ากับคุณภาพการให้บริการแก่พลเมือง ผลประโยชน์ส่วนรวม บทบาทของนักบริหารสาธารณะ การนำนโยบายไปปฏิบัติที่เน้นคุณค่าพลเมือง การตรวจสอบได้ ภาวะผู้นำการให้ความเคารพอุดมคติการให้บริการสาธารณะ และให้ความสำคัญกับการนำหลักธรรมาภิบาลมาใช้ | th_TH |

| dc.description.abstractalternative | The objectives of this study were to study: (1) level of success of new public service implementation in the management of provincial offices of the Election Commission in the north region; (2) factors related to the success of new public service implementation in the management of provincial offices of the Election Commission in the north region; and (3) guidelines to increase the achievement of new public service implementation in the management of provincial offices of the Election Commission in the north region. This study was a survey research. Population was 213 officers who had been working for the Election Commission in 16 provinces in the north region and samples were 139 officers that were calculated sample size by using Taro Yamane formula and 32 executives. Research tool comprised of a questionnaire and an interview form. Statistics employed frequency, percentage, mean, standard deviation, t-Test, Pearson productmoment correlation coefficient and content analysis. The finding revealed that: (1) level of success of new public service implementation in the management of provincial offices of the Election Commission in the north region was higher than 80 percent; (2) factors regarding structural suitability, readiness of work system, clear strategies, executives and leadership, officers and participation, officers and competency and organizational cultures, had positive correlation with the success of new public service implementation in the management at statistical significance level at 0.01; and (3) guidelines to increase the achievement of new public service implementation in the management of provincial offices of the Election Commission in the north region were executives and officers should recognize the significant content of key concepts for new public service implementation in the management which created values for public service quality, public interest, roles of public provider, policy implementation which focused on citizen values, accountability, leadership, ideal respect towards public services and giving importance to the good governance. | en_US |
