| dc.description.abstract | การวิจัยเชิงปริมาณครั้งนี้มีวัตถุประสงค์เพื่อ (1) ประเมินผลโครงการส่งเสริมการประกวดสถานประกอบ กิจการให้มีระบบการบริหารจัดการที่ดีในด้านแรงงานสัมพันธ์และสวัสดิการแรงงาน ในด้านบริบทหรือสภาวะแวดล้อม ด้านปัจจัยนำเข้า ด้านกระบวนการ และด้านผลผลิต (2) เสนอแนวทางการปรับปรุงพัฒนาการดำเนินโครงการส่งเสริมการ ประกวดสถานประกอบกิจการให้มีระบบการบริหารจัดการที่ดีในด้านแรงงานสัมพันธ์และสวัสดิการแรงงาน การศึกษาครั้งนี้ประชากร ได้แก่ ข้าราชการกรมสวัสดิการและคุ้มครองแรงงานที่รับผิดชอบภารกิจงาน ด้านแรงงานสัมพันธ์และสวัสดิการแรงงาน จำนวน 27 คน และผู้แทนจากสถานประกอบกิจการที่เข้าร่วมโครงการฯ ประจำปี 2557 และผ่านเกณฑ์การพิจารณาได้รับรางวัลสถานประกอบกิจการดีเด่น 5 ปี ติดต่อกันขึ้นไป จำนวน 163 คน และเก็บรวบรวมข้อมูลที่สมบูรณ์สามารถนำมาวิเคราะห์ได้ทั้งหมด 175 ชุด คิดเป็นร้อยละ 92 จากแบบสอบถามทั้งหมด โดยเครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถาม ที่มีค่าความเชื่อมั่น 0.95 ความตรงด้านเนื้อหาภาพรวม เท่ากับ 0.92 ส่วน ข้อคำถามแต่ละข้อมีความตรงด้านเนื้อหามากกว่า 0.50 การวิจัยข้อมูลส่วนที่ 1 วิเคราะห์ข้อมูลโดยใช้การแจกแจงความถี่ และค่าร้อยละ ส่วนที่ 2 วิเคราะห์ข้อมูลโดยใช้ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ส่วนที่ 3 เป็นคำถามปลายเปิดใช้การ วิเคราะห์เนื้อหา ผลการศึกษาพบว่า (1) ผลการประเมินโครงการส่งเสริมการประกวดสถานประกอบกิจการให้มีระบบการ บริหารจัดการที่ดีในด้านแรงงานสัมพันธ์และสวัสดิการแรงงาน ในพื้นที่กรุงเทพมหานคร และปริมณฑล ในภาพรวมอยู่ ในระดับมาก เมื่อพิจารณาเป็นรายด้านพบว่ามีระดับมากในทุกด้านตามลำดับ คือ ด้านผลผลิต ด้านสภาพแวดล้อมหรือบริบท ด้านกระบวนการ และด้านปัจจัยเบื้องต้น (2) ข้อเสนอแนะเพื่อการปรับปรุงพัฒนาการดำเนินโครงการคือ รัฐบาล ควรให้ความสำคัญกับนโยบายด้านแรงงานสัมพันธ์และสวัสดิการแรงงาน โดยสร้างแรงจูงใจในการเข้าร่วมโครงการมีการประชาสัมพันธ์โครงการในหลายช่องทางเพื่อเชิญชวนสถานประกอบกิจการให้เข้าร่วมโครงการมากขึ้น ด้านปัจจัย เบื้องต้น ควรมีการกำหนดคุณสมบัติ ของผู้ตรวจประเมินฯ และจัดอบรมให้ความรู้ ควรจัดสรรงบประมาณดำเนินการให้ พื้นที่/จังหวัดเพื่อเป็นค่าใช้จ่ายในการดำเนินการ ด้านกระบวนการ ควรเพิ่มการสัมภาษณ์ลูกจ้างทั่วไป และลงตรวจประเมินพื้นที่ภายในสถานประกอบกิจการ และควรปรับเปลี่ยนระบบการตรวจประเมิน เพื่อลดขั้นตอนการทำงานเพื่อความปลอดภัยและลดค่าใช้จ่ายของทางภาครัฐและเอกชน ด้านผลผลิต ควรมีกระบวนการติดตามผลการพัฒนารูปแบบ ด้านแรงงานสัมพันธ์และการจัดสวัสดิการแรงงานที่ดีได้มาตรฐานในสถานประกอบกิจการที่ได้รับรางวัล เพื่อนำมาเป็น แบบอย่างให้กับสถานประกอบกิจการอื่นต่อไป | th_TH |

| dc.description.abstractalternative | The objectives of this study were (1) to evaluate the Project of Promoting the Contest of Enterprise Providing Good Management System of Labour Relations and Labour Welfare ( 2 ) to recommend approaches for improving the project implementation of the Project of Promoting the Contest of Enterprise Providing Good Management System of Labour Relations and Labour Welfare. The population of this study included 27 officials of the Department of Labour Protection and Welfare who were in charge of labour relations and labour welfare, 163 representatives from the enterprises who participated in the mentioned Project in 2014 and were approved to get prize as the result of providing good management of labour relations and labour welfare for 5 years consecutive. Research tool was a questionnaire which the coefficient of reliability of 0.95. Statistics used in analyzing data were frequency, percentage, mean, standard deviation and content analysis. The result of this study showed that (1) evaluation of Project in Bangkok Metropolitan and surrounding province areas was at high level in an overall image. Considering each aspect, it was at high level in all aspect. The order from high to low level was product, context, process and input aspect ( 2 ) The recommended approaches for improving the Project implementation were as follows; the government should prioritize to the labour relations and labour welfare policy by motivating the enterprises to participate in this Project. On input aspect, Ministry of Labour should determine the qualification of auditors and provide a training course to them. Budget allocation should be allocated for operation in the target areas On process aspect, increasing of varieties of interviewing and site visit should be considered. Adjustment of audit system should be applied in order to reduce procedure for safety and cost of government and private sector. On product aspect, Ministry of Labour should have good and standardized procedure to monitor the developed model on labour relations and labour welfare in the enterprises that receive the prize so as to be the role model for other enterprises | en_US |
